Senate Bill 12-13-13
| Bill ID: | 12-13-13 |
| Name: | Requiring of riders of motorized scooters on campus to take a rider safety and traffic law class prior to registering scooter with DOTS |
| Proposed: | 09/07/2012 |
| Sponsor: | Alan Holmes, Shuttle-UM/VPSA, Staff |
| Proposal: | Students riding motorized scooters on campus are unaware of traffic laws that pertain to them and are unaware of the proper way to operate a motorized scooter on campus roadways. Require any student/faculty/staff member wishing to register a motorized scooter with DOTS for use on campus to undergo a traffic law and rider safety course prior to being allowed to register the motorized scooter and receive a campus license plate. Riders are unaware that they are subject to the same traffic laws as motor vehicles. They routinely ride on the wrong side of the road, cross the double yellow line into oncoming traffic, fail to stop at stop signs or for pedestrians, ride on sidewalks, pass cars on the left and fail to yield to oncoming traffic or pedestrians. DOTS and the UMPD could devise a 2 hour training course held a few times each semester to educate riders on the traffic laws and rider safety as it pertains to them or produce a training informational brochure and provide it to anyone wishing to register a motorized scooter on campus. The cost for these courses or pamphlets could be included in the price to register the motorized scooter on campus for the year. This course would only need to be taken once. This is a safety issue that should be addressed by the campus before a rider is seriously hurt given the proliferation of motorized scooters on campus over the last 2 years. Riders are given little to no information when they purchase a motorized scooter on traffic laws or on how to safely ride a scooter and weight limits associated with them. |
