Proposal: The Interim University of Maryland Policy on Integrity and Responsible Conduct in Scholarly Work (hereinafter "the interim policy") was approved by the President for implementation effective January 1, 2026. The interim policy was developed to: (1) ensure compliance with the revised PHS
Regulation, as well as other relevant regulations, expectations, and guidance from federal funding and regulatory oversight agencies, in order to protect the institution's ability to continue to receive critical federal funding for research; (2) increase transparency and clarity regarding the rights and responsibilities of impacted populations; and (3) be consistent with other UMD policies and procedures, including those addressing other compliance-related policy needs and similar forms of misconduct.

The interim policy (and its associated procedures) updated the previously existing policy and set of procedures already administered by the Office of Integrity and Responsible Conduct (“OIRC”).
